General Assembly on Monday refused to approve a U.S.-backed resolution that urged an end to the war without mentioning Moscow\u2019s aggression. Instead, it approved a&nbsp;<a href=\"https:\/\/apnews.com\/article\/russia-ukraine-war-united-nations-resolutions-5a8af28518c4a81d70613f1e19702ae8\">European-backed Ukrainian resolution<\/a>&nbsp;demanding Russia immediately withdraw its forces, which the Trump administration opposed.<\/p>\n\n\n\n<p>It was a setback for the Trump administration in the 193-member world body, whose resolutions are not legally binding but are seen as a barometer of world opinion. But it also showed some diminished support for Ukraine, whose resolution passed 93-18, with 65 abstentions. That\u2019s lower than previous votes, which saw more than 140 nations condemn Russia\u2019s aggression and demand its immediate withdrawal.<\/p>\n\n\n\n<p>The&nbsp;<a href=\"https:\/\/apnews.com\/article\/un-russia-ukraine-war-resolutions-europe-vote-5c7592340c56d825283bcd2c7d846041\">United States had tried to pressure the Ukrainians to withdraw<\/a>&nbsp;their resolution in favor of its proposal, including a last-minute appeal by U.S. deputy ambassador Dorothy Shea. Ukraine refused, and the assembly approved three European-proposed amendments adding language to the U.S. proposal making clear that Russia invaded its smaller neighbor in violation of the U.N. Charter.<\/p>\n\n\n\n<p>The vote on the amended U.S. resolution was 93-8 with 73 abstentions, with Ukraine voting \u201cyes,\u201d the U.S. abstaining and Russia voting \u201cno.\u201d<\/p>\n\n\n\n<p>Ukrainian Deputy Foreign Minister Mariana Betsa said her country is exercising its \u201cinherent right to self-defense\u201d following Russia\u2019s invasion, which violates the U.N. Charter\u2019s requirement that countries respect the sovereignty and territorial integrity of other nations.<\/p>\n\n\n\n<p>\u201cAs we mark three years of this devastation \u2014 Russia\u2019s full invasion against Ukraine \u2014 we call on all nations to stand firm and to take \u2026 the side of the Charter, the side of humanity and the side of just and lasting peace, peace through strength,\u201d she said. President Donald Trump has often stated his commitment to bringing \u201cpeace through strength.\u201d<\/p>\n\n\n\n<p>U.S. envoy Shea, meanwhile, said multiple previous U.N. resolutions condemning Russia and demanding the withdrawal of Russian troops \u201chave failed to stop the war,\u201d which \u201chas now dragged on for far too long and at far too terrible a cost to the people in Ukraine and Russia and beyond.\u201d<\/p>\n\n\n\n<p>\u201cWhat we need is a resolution marking the commitment from all U.N. member states to bring a durable end to the war,\u201d Shea said.<\/p>\n\n\n\n<p>The dueling resolutions reflect the&nbsp;<a href=\"https:\/\/apnews.com\/article\/ukraine-zelenskyy-trump-kellogg-821625d76fd88a139066f4436323700c\">tensions that have emerged between the U.S. and Ukraine<\/a>&nbsp;after Trump suddenly opened negotiations with Russia in a bid to quickly resolve the conflict. They also underscore the strain in the transatlantic alliance over the Trump administration\u2019s extraordinary turnaround on engagement with Moscow. European leaders were dismayed that they and Ukraine were left out of&nbsp;<a href=\"https:\/\/apnews.com\/article\/us-russia-rubio-lavrov-ukraine-saudi-arabia-94bc4de5ecc86922d6ea4376e38f1cfd\">preliminary talks<\/a>&nbsp;last week, and the assembly met as Trump was hosting French President&nbsp;<a href=\"https:\/\/apnews.com\/article\/trump-macron-ukraine-china-ec6310fca8b9a20650bbb196d48d43f9\">Emmanuel Macron<\/a>&nbsp;in Washington..<\/p>\n\n\n\n<p>In escalating rhetoric, Trump has&nbsp;<a href=\"https:\/\/apnews.com\/article\/ten-days-that-upended-us-support-for-ukraine-8930c01a15910a7ad8a7f7c7fac9ba3a\">called Ukrainian President Volodymyr Zelenskyy<\/a>&nbsp;a \u201cdictator,\u201d falsely accused Kyiv of starting the war and warned that he&nbsp;<a href=\"https:\/\/apnews.com\/article\/trump-zelenskyy-ukraine-russia-war-7d18400b935166773bbd3b3323c8aa5f\">\u201cbetter move fast\u201d<\/a>&nbsp;to negotiate an end to the conflict or risk not having a nation to lead. Zelenskyy responded by saying Trump was living in a Russian-made \u201cdisinformation space.\u201d<\/p>\n\n\n\n<p>The Trump administration then not only declined to endorse Ukraine\u2019s U.N. resolution, but at the last minute&nbsp;<a href=\"https:\/\/apnews.com\/article\/russia-ukraine-war-united-nations-resolutions-5a8af28518c4a81d70613f1e19702ae8\">proposed its own competing resolution<\/a>.<\/p>\n\n\n\n<p>The U.S. also wants a vote on its proposal in the more powerful U.N. Security Council, where resolutions are legally binding and it has veto power along with Russia, China, Britain and France. China, which holds the council presidency this month, has scheduled it for Monday afternoon.<\/p>\n\n\n\n<p>A U.S. official, speaking on condition of anonymity because the council had not yet taken up the U.S. resolution, said the United States would veto any amendments by Russia or the Europeans.<\/p>\n\n\n\n<p>The General Assembly has become the most important U.N. body on Ukraine because the 15-member Security Council, which is charged with maintaining international peace and security, has been paralyzed by Russia\u2019s veto power.<\/p>\n\n\n\n<p>Since Russia forces stormed across the border on Feb. 24, 2022, the General Assembly has approved half a dozen resolutions that have condemned the invasion and demanded the immediate pullout of Russian troops.<\/p>\n\n\n\n<p>The very brief original U.S. resolution acknowledges \u201cthe tragic loss of life throughout the Russia-Ukraine conflict\u201d and implores \u201ca swift end to the conflict and further urges a lasting peace between Ukraine and Russia.\u201d It never mentions Moscow\u2019s invasion.<\/p>\n\n\n\n<p>France\u2019s U.N. ambassador, Nicolas De Riviere, on behalf of more than 20 European countries, proposed the three amendments, which he said \u201creflect the real situation in Ukraine \u2014 that of a war of aggression led by Russia against its neighbor.\u201d<\/p>\n\n\n\n<p>The first replaces \u201cRussia-Ukraine conflict\u201d with \u201cfull-scale invasion of Ukraine by the Russian Federation.\u201d The second reaffirms the assembly\u2019s commitment to Ukraine\u2019s sovereignty, independence, unity and territorial integrity within its internationally recognized borders. The third calls for a just, lasting and comprehensive peace in Ukraine that respects the U.N.
