{"id":3716,"date":"2025-03-20T20:28:25","date_gmt":"2025-03-21T00:28:25","guid":{"rendered":"https:\/\/www.viewworld.org\/?p=3716"},"modified":"2025-03-20T20:28:26","modified_gmt":"2025-03-21T00:28:26","slug":"military-leaders-discuss-ukraine-peacekeeping-force-as-partial-ceasefire-plans-are-worked-out","status":"publish","type":"post","link":"https:\/\/www.viewworld.org\/?p=3716","title":{"rendered":"Military leaders discuss Ukraine peacekeeping force as partial ceasefire plans are worked out"},"content":{"rendered":"\n<p>KYIV, Ukraine (AP) \u2014 Senior military officers from more than 30 countries across Europe and beyond met in England on Thursday to flesh out&nbsp;<a href=\"https:\/\/apnews.com\/article\/russia-ukraine-war-foreign-troops-772b964b00f00fe554d0e3d97eb7f2f4\">plans for an international peacekeeping force<\/a>&nbsp;for Ukraine as details of a partial ceasefire are worked out.<\/p>\n\n\n\n<p>U.K. Prime Minister Keir Starmer said he didn\u2019t know whether there would be a peace deal in the&nbsp;<a href=\"https:\/\/apnews.com\/hub\/russia-ukraine\">Russia-Ukraine war<\/a>, but \u201cwe are making steps in the right direction\u201d as a \u201ccoalition of the willing\u201d led by Britain and France moves into an \u201coperational phase.\u201d<\/p>\n\n\n\n<p>\u201cWe hope there will be a deal but what I do know is if there is a deal, the time for planning is now,\u201d he said during a visit to the meeting of military planners at a British base in Northwood, just outside London. \u201cIt\u2019s not after a deal is reached.\u201d<\/p>\n\n\n\n<p>\u201cIt is vitally important we do that work, because we know one thing for certain which is a deal without anything behind it is something that (Russian President Vladimir) Putin will breach,\u201d he said.<\/p>\n\n\n\n<p>French President Emmanuel Macron said a meeting of the \u201ccoalition of the willing\u201d will take place Thursday in Paris in the presence of Ukraine\u2019s President Volodymyr Zelenskyy.<\/p>\n\n\n\n<p>Ukraine and Russia&nbsp;<a href=\"https:\/\/apnews.com\/article\/ukraine-russia-war-ceasefire-talks-drones-65c00a0afd130731e0e0c054ac528b44\">agreed in principle Wednesday to a limited ceasefire<\/a>&nbsp;after U.S. President Donald Trump spoke with the countries\u2019 leaders this week, though it remained to be seen when it might take effect and what possible targets would be off limits to attack.<\/p>\n\n\n\n<p>Zelenskyy, speaking in Norway on Thursday, said that although he originally had sought a broader ceasefire, he was committed to working with the U.S. to stop arms being directed at power production and civilian facilities.<\/p>\n\n\n\n<p>\u201cI raised this issue with President Trump and said that our side would identify what we consider to be civilian infrastructure,\u201d Zelenskyy said. \u201cI don\u2019t want there to be any misunderstanding about what the sides are agreeing on.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">\u2018Shuttle diplomacy\u2019 expected after Saudi Arabia talks<\/h2>\n\n\n\n<p>The tentative deal to partially rein in the three-year war came after Putin rebuffed Trump\u2019s push for a full 30-day ceasefire. The difficulty in getting the combatants to stop targeting one another\u2019s energy infrastructure highlights the challenges Trump will face in trying to fulfill his campaign pledge to quickly end the war.<\/p>\n\n\n\n<p>Negotiators from Moscow and the U.S. will meet Monday in Riyadh, Saudi Arabia, Putin\u2019s foreign affairs adviser Sergei Ushakov told Russian news agencies.<\/p>\n\n\n\n<p>Zelenskyy said team would also meet with the U.S. in Saudi Arabia to discuss technical issues, and then the U.S. will act as an intermediary running \u201cshuttle diplomacy\u201d between Kyiv and Moscow.<\/p>\n\n\n\n<p>Despite the negotiations, hundreds of drone attacks were launched overnight by both sides, injuring several people and damaging buildings.<\/p>\n\n\n\n<p>Kropyvnytskyi, a city in central Ukraine, faced its biggest attack of the war as about four dozen drones injured 14 people, including a couple with serious burns, and damaged houses and apartments.<\/p>\n\n\n\n<p>\u201cIn a cruel twist, enemy drones hit Myru Street (\u2018Peace Street\u2019 in English),\u201d Andrii Raikovych, head of the regional administration, said.<\/p>\n\n\n\n<p>More than 50 drones were intercepted in Russia\u2019s Saratov region \u2014 the largest attack of its kind in the area \u2014 shattering windows in a hospital and damaging two kindergartens, a school and about 30 homes, Gov. Roman Busargin said. The attacks were focused on Engels, an industrial city near Russia\u2019s main base for nuclear-capable strategic bombers.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Battlefield losses mount, though official numbers elusive<\/h2>\n\n\n\n<p>In its latest estimate, the U.K. Defense Ministry said Russian troops suffered 900,000 casualties \u2014 including up to 250,000 killed \u2014 since Moscow\u2019s invasion of Ukraine three years ago. That\u2019s a jump of 200,000 from a fall estimate.<\/p>\n\n\n\n<p>Western estimates of the parties\u2019 war losses have varied and couldn\u2019t be independently verified.<\/p>\n\n\n\n<p>War losses have been a tightly guarded secret in Russia. The Defense Ministry\u2019s most recent figures were from 2023 when it reported 6,000 deaths, which was regarded as unreliable.<\/p>\n\n\n\n<p>The U.K. did not release a similar estimate for Ukrainian casualties.<\/p>\n\n\n\n<p>Zelenskyy told NBC News last month that more than 46,000 Ukrainian soldiers had been killed, and more than 350,000 wounded. Those figures couldn\u2019t be independently confirmed and could be an undercount.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Russia resistant to NATO peacekeepers<\/h2>\n\n\n\n<p>If peace comes to Ukraine, the number of troops that would help enforce it is vague. Officials have cited figures of between 10,000 and 30,000 troops as part of what\u2019s been termed a \u201creassurance force.\u201d<\/p>\n\n\n\n<p>Only Britain and France have said they are willing to send troops, though countries including Australia, Canada and Finland say they are open to being involved in some way.<\/p>\n\n\n\n<p>At Thursday\u2019s meeting, which involved 31 countries, Starmer said planning was broken down into four areas: \u201cthe sea in one scenario, the sky, obviously land and borders, and regeneration.\u201d<\/p>\n\n\n\n<p>Russia has said it will not accept any troops from NATO countries being based on Ukrainian soil. And Trump has given no sign the U.S. will guarantee reserve firepower in case of any breaches of a truce. Starmer says the plan won\u2019t work without that U.S. \u201cbackstop.\u201d<\/p>\n\n\n\n<p>Jack Watling, a senior research fellow at military think-tank RUSI, said Thursday that the purpose of the Western military force would be to \u201cgive Ukraine confidence that a violation of the ceasefire would lead to the Russians having to contend with European forces, and in particular European air power.\u201d<\/p>\n\n\n\n<p>In addition to the meeting in England, EU leaders in Brussels planned to discuss Ukraine\u2019s security needs with Zelenskyy during a meeting about ramping up defense spending after the Trump administration signaled Europe must take care of its own security.<\/p>\n\n\n\n<p>The German parliament\u2019s budget committee is expected to decide Friday to clear up to 3 billion euros ($3.3 billion) in extra funding for German military aid to Ukraine this year.
