{"id":3890,"date":"2025-08-25T12:29:56","date_gmt":"2025-08-25T16:29:56","guid":{"rendered":"https:\/\/www.viewworld.org\/?p=3890"},"modified":"2025-08-25T12:29:57","modified_gmt":"2025-08-25T16:29:57","slug":"putin-agrees-that-us-europe-could-offer-nato-style-security-guarantees-to-ukraine-trump-envoy-says-2","status":"publish","type":"post","link":"https:\/\/www.viewworld.org\/?p=3890","title":{"rendered":"Putin agrees that US, Europe could offer NATO-style security guarantees to Ukraine, Trump envoy says"},"content":{"rendered":"\n<p>NEW YORK (AP) \u2014 Russian leader&nbsp;<a href=\"https:\/\/apnews.com\/hub\/vladimir-putin\">Vladimir Putin<\/a>&nbsp;agreed at&nbsp;<a href=\"https:\/\/apnews.com\/article\/trump-putin-summit-ukraine-war-takeaways-b9ff04c4143c6ac228e196ddaf6dd6d3\">his summit<\/a>&nbsp;with President&nbsp;<a href=\"https:\/\/apnews.com\/hub\/donald-trump\">Donald Trump<\/a>&nbsp;that the United States and its&nbsp;<a href=\"https:\/\/apnews.com\/article\/european-leaders-white-house-meeting-zelenskyy-trump-d7b082bae4136ef8932e16ac2d166303\">European allies<\/a>&nbsp;could offer Ukraine a security guarantee resembling NATO\u2019s collective defense mandate as part of an eventual deal to end the war, a U.S. official said Sunday.<\/p>\n\n\n\n<p>Trump envoy Steve Witkoff, who took part in&nbsp;<a href=\"https:\/\/apnews.com\/article\/trump-putin-summit-alaska-russia-ukraine-a7b167f17a3e06fbce2f583c93f8bae1\">the talks Friday<\/a>&nbsp;at a military base in Alaska, said it \u201cwas the first time we had ever heard the Russians agree to that\u201d and called it \u201cgame-changing.\u201d<\/p>\n\n\n\n<p>\u201cWe were able to win the following concession: that the United States could offer&nbsp;<a href=\"https:\/\/apnews.com\/article\/ukraine-russia-nato-article-5-88883436438dae49ba9cacb6d4cfad0a\">Article 5-like protection<\/a>, which is one of the real reasons why Ukraine wants to be in NATO,\u201d Witkoff told CNN\u2019s \u201cState of the Union.\u201d<\/p>\n\n\n\n<p>Witkoff offered few details on how such an arrangement would work. But it appeared to be a&nbsp;<a href=\"https:\/\/apnews.com\/article\/russia-ukraine-war-putin-trump-alaska-7f46fb427a771f0965171da867f947f7\">major shift for Putin<\/a>&nbsp;and could serve as a workaround to his deep-seated objection to Ukraine\u2019s potential NATO membership, a step that Kyiv has long sought.<\/p>\n\n\n\n<p>It was expected to be a key topic Monday as&nbsp;<a href=\"https:\/\/apnews.com\/hub\/volodymyr-zelenskyy\">Ukrainian President Volodymyr Zelenskyy<\/a>&nbsp;and major European leaders meet with Trump at the White House to discuss ending the&nbsp;<a href=\"https:\/\/apnews.com\/hub\/russia-ukraine\">3 1\/2-year conflict<\/a>.<\/p>\n\n\n\n<p>\u201cBIG PROGRESS ON RUSSIA,\u201d Trump said Sunday on social media. \u201cSTAY TUNED!\u201d<\/p>\n\n\n\n<p>On Sunday night, however, Trump seemed to put the onus on Zelenskyy to agree to concessions.<\/p>\n\n\n\n<p>\u201cPresident Zelenskyy of Ukraine can end the war with Russia almost immediately, if he wants to, or he can continue to fight,\u201d he wrote. \u201cRemember how it started. No getting back Obama given Crimea (12 years ago, without a shot being fired!), and NO GOING INTO NATO BY UKRAINE. Some things never change!!!\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Hammering out a plan for security guarantees<\/h2>\n\n\n\n<p><a href=\"https:\/\/www.nato.int\/cps\/en\/natohq\/topics_110496.htm\" target=\"_blank\" rel=\"noreferrer noopener\">Article 5<\/a>, the heart of the 32-member transatlantic military alliance, says an armed attack against a member nation is considered an attack against them all.<\/p>\n\n\n\n<p>What needed to be hammered out at this week\u2019s talks were the contours of any security guarantees, said Secretary of State Marco Rubio, who also participated in the summit. Ukraine and European allies have&nbsp;<a href=\"https:\/\/apnews.com\/article\/vance-rubio-munich-security-conference-ukraine-ab2d7379aaf6ca224cc51e1f9ade9edf\">pushed the U.S. to provide<\/a>&nbsp;that backstop in any peace agreement to deter future attacks by Moscow.<\/p>\n\n\n\n<p>\u201cHow that\u2019s constructed, what we call it, how it\u2019s built, what guarantees are built into it that are enforceable, that\u2019s what we\u2019ll be talking about over the next few days with our partners,\u201d Rubio said on NBC\u2019s \u201cMeet the Press.\u201d<\/p>\n\n\n\n<p>It was unclear, however, whether Trump had fully committed to such a guarantee. Rubio said it would be \u201ca huge concession.\u201d<\/p>\n\n\n\n<p>The comments shed new light on what was discussed in Alaska. Before Sunday, U.S. officials had offered few details even as both Trump and Putin said their meeting was a success.<\/p>\n\n\n\n<p>Witkoff also said Russia had agreed to enact a law that it would not \u201cgo after any other European countries and violate their sovereignty.\u201d<\/p>\n\n\n\n<p>\u201cThe Russians agreed on enshrining legislatively language that would prevent them from \u2014 or that they would attest to not attempting to take any more land from Ukraine after a peace deal, where they would attest to not violating any European borders,\u201d he said on \u201cFox News Sunday.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Europe welcomes US openness to security guarantees<\/h2>\n\n\n\n<p>European Commission President Ursula von der Leyen, speaking in Brussels alongside Zelenskyy, applauded the news from the White House as a European coalition&nbsp;<a href=\"https:\/\/apnews.com\/article\/europe-willing-force-trump-ukraine-russia-0c0261cc370c8c0157d03d01fdfe6be2\">looks to set up a force<\/a>&nbsp;to police any future peace in Ukraine.<\/p>\n\n\n\n<p>\u201cWe welcome President Trump\u2019s willingness to contribute to Article 5-like security guarantees for Ukraine and the \u2018coalition of the willing\u2019 \u2014 including the European Union \u2014 is ready to do its share,\u201d she said.<\/p>\n\n\n\n<p>Zelenskyy thanked the U.S. for signaling that it was willing to support such guarantees but said much remained unclear.<\/p>\n\n\n\n<p>\u201cThere are no details how it will work, and what America\u2019s role will be, Europe\u2019s role will be and what the EU can do \u2014 and this is our main task: We need security to work in practice like Article 5 of NATO,\u201d he said.<\/p>\n\n\n\n<p>French President Emmanuel Macron said the substance of security guarantees to secure any peace arrangement will be more important than whether they are given an Article 5-type label.<\/p>\n\n\n\n<p>At the White House meeting, Macron said European leaders will ask the U.S. to back their plans to beef up Ukraine\u2019s armed forces with more training and equipment and deploy an allied force away from the front lines.<\/p>\n\n\n\n<p>\u201cWe\u2019ll show this to our American colleagues, and we\u2019ll tell them, \u2018Right, we\u2019re ready to do this and that, what are you prepared to do?\u2019\u201d Macron said. \u201cThat\u2019s the security guarantee.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Defending Trump\u2019s shift from ceasefire to peace deal<\/h2>\n\n\n\n<p>Witkoff and Rubio defended Trump\u2019s decision to abandon a&nbsp;<a href=\"https:\/\/apnews.com\/article\/russia-ukraine-war-berlin-talks-trump-zelenskyy-merz-9f613b905f81af71920f754da503657a\">push for a ceasefire<\/a>, arguing that the Republican president had pivoted toward a full peace agreement because so much progress had been made at the summit.<\/p>\n\n\n\n<p>\u201cWe covered almost all the other issues necessary for a peace deal,\u201d Witkoff said, without elaborating. \u201cWe began to see some moderation in the way they\u2019re thinking about getting to a final peace deal.\u201d<\/p>\n\n\n\n<p>Rubio, appearing on several TV news shows Sunday, said it would have been impossible to reach any truce Friday because Ukraine was not there.<\/p>\n\n\n\n<p>\u201cNow, ultimately, if there isn\u2019t a peace agreement, if there isn\u2019t an end of this war, the president\u2019s been clear, there are going to be consequences,\u201d Rubio said on ABC\u2019s \u201cThis Week.\u201d \u201cBut we\u2019re trying to avoid that.\u201d<\/p>\n\n\n\n<p>Rubio, who is also Trump\u2019s national security adviser, also voiced caution on the progress made.<\/p>\n\n\n\n<p>\u201cWe\u2019re still a long ways off,\u201d he said. \u201cWe\u2019re not at the precipice of a peace agreement. We\u2019re not at the edge of one. But I do think progress was made towards one.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Land swaps are on the table<\/h2>\n\n\n\n<p>Among the issues expected to dominate Monday\u2019s meeting: What concessions Zelenskyy might accept on territory.<\/p>\n\n\n\n<p>In&nbsp;<a href=\"https:\/\/apnews.com\/article\/europe-trump-putin-summit-ukraine-territory-ba56ddbd24d1b7e8e0aca7754d0f180a\">talks with European allies after the summit<\/a>, Trump said Putin reiterated that&nbsp;<a href=\"https:\/\/apnews.com\/article\/europe-trump-putin-summit-ukraine-territory-ba56ddbd24d1b7e8e0aca7754d0f180a\">he wants the Donetsk and Luhansk regions<\/a>&nbsp;that make up the Donbas, European officials said. It was unclear among those briefed whether Trump sees that as acceptable.<\/p>\n\n\n\n<p>Witkoff said the Russians have made clear they want territory as determined by legal boundaries instead of the front lines where territory has been seized.<\/p>\n\n\n\n<p>\u201cThere is an important discussion to be had with regard to Donetsk and what would happen there.
