{"id":3963,"date":"2026-02-23T11:57:40","date_gmt":"2026-02-23T15:57:40","guid":{"rendered":"https:\/\/www.viewworld.org\/?p=3963"},"modified":"2026-02-23T11:57:42","modified_gmt":"2026-02-23T15:57:42","slug":"eu-diplomats-scramble-to-overcome-hungarys-threat-to-derail-new-sanctions-on-russia","status":"publish","type":"post","link":"https:\/\/www.viewworld.org\/?p=3963","title":{"rendered":"EU diplomats scramble to overcome Hungary\u2019s threat to derail new sanctions on Russia"},"content":{"rendered":"\n<p>BRUSSELS (AP) \u2014 Germany, France and other European countries vowed their unwavering support for Ukraine on Monday as their diplomats scrambled to finalize new sanctions on Russia and a massive new loan for Kyiv ahead of the fourth anniversary of a war that has left an estimated&nbsp;<a href=\"https:\/\/apnews.com\/article\/russia-ukraine-war-numbers-f023cd82917ccb29ad2dda54ea589249\">1.8 million Russian and Ukrainian soldiers dead, wounded or missing<\/a>.<\/p>\n\n\n\n<p>They also struggled once again to persuade Hungary to support the latest EU efforts to help Ukraine and to make Russia pay an economic price for the all-out war that it launched against its neighbor on Feb. 24, 2022, and which shows no signs of ending.<\/p>\n\n\n\n<p>Hungary, seen as the most pro-Russian member of the EU, threatened on the weekend to veto both the sanctions and a major loan meant to help Kyiv meet its military and economic needs for the next two years.<\/p>\n\n\n\n<p>German Chancellor Friedrich Merz marked what he called \u201cfour monstrous years of war\u201d at a pro-Ukrainian event in Berlin on Monday.<\/p>\n\n\n\n<p>\u201cI appeal again to our European partners \u2014 do not let up in your support, in our common support, for Ukraine,\u201d Merz said. \u201cWe are standing at a crossroads that could decide on the well-being of our whole continent.\u201d<\/p>\n\n\n\n<p>\u201cNo one can say today whether the weapons will fall silent in Ukraine in six weeks, in six months or even later,\u201d Merz said. \u201cBut we are working for them to fall silent as quickly as possible.\u201d<\/p>\n\n\n\n<p>In Paris, French President Emmanuel Macron declared that \u201cour determination to continue supporting Ukraine is unwavering.\u201d He met with Finland\u2019s President Alexander Stubb, another staunch supporter of Ukraine who urged European allies to raise the costs on Russian President Vladimir Putin.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">EU diplomats grapple with Hungary\u2019s objections<\/h2>\n\n\n\n<p>Many EU leaders had hoped to move forward on the sanctions and loan before the anniversary of the war\u2019s start Tuesday.<\/p>\n\n\n\n<p>But EU foreign policy chief Kaja Kallas said that the foreign ministers of the EU\u2019s 27 member states meeting in Brussels would likely not agree Monday on the 20th package of sanctions targeting Russia\u2019s&nbsp;<a href=\"https:\/\/apnews.com\/article\/russia-sanctions-shadow-fleet-oil-baltic-ukraine-76b66900d599d6e49692643674907fc0\">shadow fleet<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/apnews.com\/article\/russia-oil-sanctions-ukraine-trump-putin-d4db8311f04f70981b6e6a1caee3920e\">energy revenues<\/a>.<\/p>\n\n\n\n<p>Hungary on the weekend threatened&nbsp;<a href=\"https:\/\/apnews.com\/article\/hungary-block-eu-sanctions-russia-ukraine-oil-8d5ae738b814b6326ca3db52102d9b31\">to block the sanctions<\/a>&nbsp;and to obstruct a 90 billion euro ($106 billion)&nbsp;<a href=\"https:\/\/apnews.com\/article\/hungary-eu-ukraine-loan-russian-oil-83ee301ec3f84fb823f936d49067c0f9\">loan for Ukraine<\/a>&nbsp;which it had previously agreed to, saying it would stand firm until Russian oil deliveries to Hungary resume.<\/p>\n\n\n\n<p>Russian&nbsp;<a href=\"https:\/\/apnews.com\/article\/hungary-russia-energy-orban-putin-ukraine-70306716b21715d890c63a9db65ac3d8\">oil shipments<\/a>&nbsp;to both Hungary and Slovakia have been interrupted since Jan. 27 after what Ukrainian officials say were&nbsp;<a href=\"https:\/\/apnews.com\/article\/russia-ukraine-war-putin-foreign-troops-peacekeepers-b60dd3981681ce08b30b2ccd9a43ad0e\">Russian drone attacks<\/a>&nbsp;that damaged the Druzhba pipeline, which carries Russian crude across Ukrainian territory and into Central Europe.<\/p>\n\n\n\n<p>Hungarian Prime Minister Viktor Orb\u00e1n doubled down Monday on an unsubstantiated allegation that Ukraine is deliberately holding back shipments of Russian oil, and accused Kyiv of seeking to topple his government. He referred to the oil supply disruptions as a \u201cUkrainian oil blockade\u201d led by President Volodymyr Zelenskyy.<\/p>\n\n\n\n<p>\u201cNo one has the right to put our energy security at risk,\u201d Hungarian Foreign Minister P\u00e9ter Szijj\u00e1rt\u00f3 said as he sparred with journalists in Brussels ahead of the meeting.<\/p>\n\n\n\n<p>Nearly every country in Europe has significantly reduced or entirely ceased Russian energy imports since Moscow launched its&nbsp;<a href=\"https:\/\/apnews.com\/hub\/russia-ukraine\">full-scale war in Ukraine<\/a>. Yet Hungary and Slovakia, both EU and NATO members, have maintained and even increased supplies of Russian oil and gas, and received a temporary exemption from an EU policy&nbsp;<a href=\"https:\/\/apnews.com\/article\/europe-russia-sanctions-oil-energy-banks-3a5a72f35e5cabbbb667256470090516\">prohibiting imports of Russian oil<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Raising the pressure on Russia<\/h2>\n\n\n\n<p>Some European leaders stressed that the most effective way to get Russia to agree to peace in Ukraine is to raise the cost to Russia of continuing the war.<\/p>\n\n\n\n<p>\u201cThis war will only end when Russia no longer sees any sense in continuing it; when Russia can no longer expect more territorial gains; when Russia\u2019s costs for this madness have simply become too high,\u201d Merz said. \u201cWe must dry up Moscow\u2019s war financing.\u201d<\/p>\n\n\n\n<p>In Paris, Finland\u2019s leader argued that Russia\u2019s war in Ukraine was a \u201cstrategic failure\u201d as he made the case for ratcheting up pressure on Putin.<\/p>\n\n\n\n<p>\u201cIt is also a military failure \u2014 he is now losing many soldiers \u2014 and, on top of that, it is an economic failure,\u201d Stubb said, speaking in French. \u201cPutin is not winning this war, but he cannot make peace.\u201d<\/p>\n\n\n\n<p>The EU has already sent Ukraine \u20ac194.9 billion euro ($229.8 billion) in financial assistance while at the same time&nbsp;<a href=\"https:\/\/apnews.com\/article\/europe-ukraine-russia-sanctions-gaza-30a4a1ed77e8e59d0692d18c1252838b\">squeezing Russia\u2019s key energy exports<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Hungary\u2019s looming election hangs over EU talks<\/h2>\n\n\n\n<p>Facing a crucial election in less than two months, Orb\u00e1n has launched an aggressive anti-Ukraine campaign and accused the opposition Tisza party, which leads in most polls, of conspiring with the EU and Ukraine to install what he called Monday a \u201cpro-Ukraine government aligned with Brussels and Kyiv.\u201d<\/p>\n\n\n\n<p>Poland\u2019s Foreign Minister Rados\u0142aw Sikorski said he believed Hungary\u2019s veto threat could really be about&nbsp;<a href=\"https:\/\/apnews.com\/article\/hungary-orban-eu-russia-election-408ab04702c28390fef5ba785bf14a2d\">Orb\u00e1n\u2019s fierce fight<\/a>&nbsp;to hold onto power.<\/p>\n\n\n\n<p>Orb\u00e1n, the EU\u2019s longest-serving leader, will face off in April against the greatest challenge to his power since he took office in 2010.<\/p>\n\n\n\n<p>\u201cI would have expected a much greater feeling of solidarity from Hungary for Ukraine,\u201d Sikorski said in Brussels. \u201cThe ruling party managed to create a climate of hostility towards the victim of aggression. And then it is now trying to exploit that in the general election. It\u2019s quite shocking.\u201d<\/p>\n\n\n\n<p>Hungary had already agreed in December to the EU loan, and it is unclear how it can backtrack now.<\/p>\n\n\n\n<p>\u201cWe must release that. We must find an agreement between the member states because Ukraine needs this money heavily,\u201d said Margus Tsahkna, the foreign minister of Estonia, which on Tuesday will celebrate the 108th anniversary of its independence from then-Soviet Russia in 1918.<\/p>\n\n\n\n<p>___<\/p>\n\n\n\n<p>Corbet reported from Paris.
